ROW17-0001 Request to Vacate approximately 0.420 acres of the town-owned Warren Street Right-of-Way and town-owned alley by Daniel Perry and Chuck Carroll of ACC OP Development, LLC; and Warren Street Partners, LLC (adjacent property owners)
The Blacksburg Planning and Building Department has received a request to rezone approximately three acres from a mix of Planned Residential (PR) with conditions and Low Density Multiunit Residential (RM-27) to PR with amended conditions. The land is located in the 500 block of Warren Street, and in the 600 block of Green Street. This area was previously subject of RZN14-0006, which has recently been withdrawn. The current request is being made by the same applicant as the previous request. Additionally, there is a companion request to vacate approximately 0.4 acres of town-owned Right-of-Way along Warren Street, and in the alley north of Warren Street. The applicant seeks the rezoning and right-of-way vacation in order to develop a multi-family development of 298 bedrooms (72.8 bedrooms per acre) of purpose-built student housing. Additionally, the development will include surface parking, residential amenities, stormwater management, and other improvements.

Neighborhood Meeting: Tuesday, May 23, 6 p.m.; Blacksburg Motor Company, 400 S. Main St.
This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. You are encouraged to attend this public meeting. A staff member from the Planning and Building Department will forward the notes from the meeting to the Planning Commission and Town Council.
Planning Commission Work Session: Tuesday, June 20, 5 p.m. Blacksburg Motor Company
The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment during the meeting.
Planning Commission Public Hearing: Thursday, July 6, 7:30 p.m., Roger E. Hedgepeth Chambers, second floor, Blacksburg Municipal Building, 300 S. Main St.
Please note that the Public Hearing will take place on Thursday, July 6, due to the Independence Day holiday. The Planning Commission will hold a public hearing on the request and make recommendation to the Town Council. The Town Council public hearing will be scheduled following Planning Commission’s recommendation. There will be an opportunity for the applicant and the public to comment to the Planning Commission.
