We are seeking an experienced energetic human resources professional to be responsible for providing guidance, support, maintenance and consultation in a variety of human resources program areas for the Town of Blacksburg. Responsibilities will include coordinating the Town’s benefit programs including health insurance products, cafeteria plans, short-term and long-term disability programs, mandatory and voluntary retirement plans and various voluntary products. Facilitating the Town’s wellness team and all wellness activities is a function of this position, along with active participation in planning and implementing various social and recognition activities for employees. Additional areas of responsibility include assisting supervisors with employee performance issues, preparing and presenting training on applicable subject matter, preparing and monitoring various reports and databases, and other related work as apparent or assigned. This position is responsible for supervising the Human Resources Assistant position.
Excellent interpersonal skills are required to be successful in this position. Qualified applicants must have the ability to communicate effectively in verbal and written format, work with a diverse employee base, and to speak effectively to groups. To be qualified for this position, applicants will need to possess a thorough knowledge of the principles and practices of human resources administration. A thorough knowledge of Town personnel policies and benefit programs will be required within three months of employment, as well as the ability to effectively utilize the Town’s financial/human resources software. Successful candidates must have the ability to arrive at sound decisions through detailed analysis and evaluation of information received from a variety of sources. Also required is the ability to plan, set priorities and organize numerous work assignments, and prepare comprehensive records and reports using Microsoft Office software. The ability to handle confidential information with discretion and the ability to establish and maintain effective working relationships with departmental supervisors, employees, and the general public is a primary qualification for this position.
Qualified applicants will possess a Bachelor’s degree with coursework in human resources, or a related field and five to ten years experience working in the human resources field as a generalist or specializing in multiple areas of responsibility within a human resources office. An equivalent combination of education and experience may be substituted for the Bachelor’s degree requirement. Previous experience in the public sector is strongly preferred. Prior supervisory experience and professional certification through SHRM or IPMA-HR are preferred. A valid Virginia driver's license and an excellent driving record are required. A satisfactory post offer pre-employment criminal background evaluation will be required of the selected applicant.
Starting salary range is $47,638/year - $59,548/year, with benefits that include: fully paid employee medical, dental and vision insurance; long-term disability insurance and life insurance. With retirement benefits provided through the Virginia Retirement System. Direct Deposit of pay is required.
