What is the Comprehensive Plan?

The Comprehensive Plan is the community’s vision for its future. The plan guides future growth in a responsible manner that results in quality development and redevelopment consistent with Blacksburg's character. The town’s Comprehensive Plan includes policies and objectives that when implemented, will help achieve the goals of the own.

Comprehensive Planning works to provide a perspective beyond current events. It involves researching long-term issues affecting land use plus gathering statistics on population, income and employment to assess trends. Citizen surveys are conducted to gather public input. The research and survey information is then analyzed and forwarded to the Long Range Planning Committee, a citizen advisory committee who drafts the Comprehensive Plan text and maps for review by the Planning Commission. Town Council then adopts the Comprehensive Plan after conducting a public hearing.

Updates to the Comprehensive Plan

The Virginia State Code § 15.2-2230, requires comprehensive plans to be reviewed every five years by the local Planning Commission for necessary updates and amendments. The 2012 Comprehensive Plan was last updated on December 11, 2012 to meet this requirement.

In addition to the required five-year review, the Town of Blacksburg has instituted an annual amendment review process that allows for considerations of amendment on a yearly basis to help reflect current trends and developments. The most recently updated comprehensive plan can be found below.

The Blacksburg 2006-2046 Comprehensive Plan was last updated on Dec. 11, 2012 per State Code requirement. The plan has been reviewed annually with amendments adopted in 2009, 2010, 2011, and 2014. On Oct. 11, 2016, Town Council adopted the town’s 2016 Comprehensive Plan that replaces previously adopted versions.
