1001 University City Boulevard - Sturbridge Square

The Blacksburg Planning and Building Department has received a request to rezone approximately 12 acres from the RM-48 Medium Density Multiunit Residential Zoning District to the Planned Residential PR Zoning District at 1001 University City Boulevard (Sturbridge Square).  The development proposal includes the demolition of all but 2 existing apartment buildings, and the redevelopment of the site to include multifamily and townhome dwellings, structured parking, amenities, and other associated improvements.  The development would include a total of 441 units/1,052 bedrooms.  The Town of Blacksburg Comprehensive Plan’s Future Land Use designation for these parcels is High Density Residential (more than 20 bedrooms per acre).  This proposal is consistent with the future land use designation to allow a maximum of 89 bedrooms per acre.

Neighborhood Meeting: Wednesday, Nov. 9, 7:30 p.m. in the Blacksburg Motor Company Building at 400 S. Main St.  This is an informal meeting that will give the applicant the opportunity to present the plans and provide the attendees with the opportunity to ask questions.  A staff member from the Planning and Building Department will forward the notes from the meeting to the Planning Commission and Town Council.  
Planning Commission Work Session: Tuesday, Nov. 15, 2016, 5 p.m. in the Blacksburg Motor Company Building at 400 S. Main St.  The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment during the meeting.
Planning Commission Work Session: Tuesday, Dec. 20, 2016, 5 p.m. in the Blacksburg Motor Company Building at 400 S. Main St. The Planning Commission will review the updated information provided by the applicant and updated staff memo.  There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing and there will not be an opportunity for public comment during the meeting.

Planning Commission Public Hearing: Tuesday, Feb. 7, 7:30 p.m. in the Roger E. Hedgepeth Chambers in the Blacksburg Municipal Building at 300 S. Main St. The Planning Commission will hold a public hearing on the request and make recommendation to the Town Council. There will be an opportunity for public input at this hearing.
Town Council Work Session The Town Council will review the request, the Planning Commission's recommendation, and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however this is not a public hearing, and there will not be an opportunity for public comment during the meeting.
Town Council Public Hearing: Tuesday, March 14, 7:30 p.m. in the Roger E. Hedgepeth Chambers in the Blacksburg Municipal Building at 300 S. Main St.

The Town Council will hold a public hearing on the request and take final action on the requests.  There will be an opportunity for public input at this meeting.

Town Council Final Action: APPROVAL
