The Town of Blacksburg provides water, sewer and refuse services. The town is a member of the New River Valley Regional Water Authority, which delivers and sells wholesale water to the town. The Water Authority currently has the capacity to supply 12.4 million gallons per day. Average daily consumption is approximately seven million gallons for the system, and the town's daily consumption is 2.3 million gallons. Blacksburg has 177 miles of water mains, four pump stations and five water tanks, with a total capacity of 5.5 million gallons. The Water Authority can be reached at 540-639-2575.

The town is also a member of the Blacksburg-VPI Sanitation Authority. The Sanitation Authority operates one treatment plant at Stroubles Creek. Total capacity is nine million gallons per day, with approximately 5.8 million gallons per day being treated. The town owns 16 pumping stations and 145 miles of sanitary sewer. The Town of Blacksburg’s Utility Billing Services establishes new water and sewer accounts. A $10 transfer fee charge is imposed along with a $50 deposit for residential service for a total of $60.00. Commercial deposits vary based on the size of the meter. Deposits are refunded after 12 months of continuous non-delinquent payments, or upon closing of the account.

To terminate your utility services, call Utility Billing Services, 540-443-1060, or submit the "Termination of Utility Services form" to utbilling@blacksburg.gov. This form can also be found under the Downloads section located at the bottom of this page.

All billed utility services are due on or before the due date listed on the Utility Billing Statement. All payments not paid on or before the due date are subject to a 10% penalty.  Unpaid delinquent accounts are subject to immediate termination of services and will require payment of the delinquent amount, an additional deposit and a $60 non-refundable reconnection fee. Payments returned to the Town of Blacksburg by your bank or financial institution may be charged a $35 return fee in addition to the original transaction amount.

Utility Statement Payment Options

  • Pay utility bills online using E-Checks, Visa, MasterCard or Discover.
  • Sign up for bank drafting or direct debit from a checking or savings account. Direct Debit Payment Form (pdf 26kb).
  • Mail the payment to the Financial Services office.
  • Bring your payment directly to the Blacksburg Municipal Building and pay in person or drop payment in the overnight drop box located on the Washington Street side of the Municipal Building.

Homeowners are responsible for maintenance of the lateral sewer line from their house to the sewer main even though a portion may be on public property. If you have any problems with your water or sewer service, contact the Utilities Department at 540-443-1060.

Delinquent Utility Account Policy

All customers have 45 days past their bill date before they are subject to water service disconnection.

At 30 days past their bill date, residential customers receive a delinquent bill with a message that the account is delinquent and will soon be subject to water service disconnection. Residential customers then receive an additional notification through a phone call prior to being eligible for disconnection.

Customers cannot be disconnected due to nonpayment when the temperature forecasted by the National Weather Service is at or above 92 degrees Fahrenheit within the 24 hours following the scheduled disconnection date.

Customers cannot be disconnected due to nonpayment on Fridays, weekends, state holidays, or the day immediately before a state holiday.

The Town of Blacksburg follows the requirements governing delinquent utility accounts as contained in the following sections of the Code of Virginia: § 15.2-2119.4, § 15.2-2121.2, § 15.2-2121.3, and § 44-146.29:4.
