RZN18-0004/ORD 1865 - Request to rezone 1.7 acres of vacant land at 402 Clay St., SE, (Tax Map No. 257-A188), from R-5 Transitional Residential to PR Planned Residential for multi-family age-restricted dwellings by Levi Wild of Fort Worth Holdings Inc. (applicant) for Keith Kennedy of LawMac LLC (owner).
The Blacksburg Planning and Building Department has received a request to rezone 1.7 acres of vacant land from the R-5 Transitional Residential zoning district to the PR Planned Residential zoning district. The subject parcel is the site of a former fraternity house and is adjacent to the Old Blacksburg Middle School (OBMS) Property. This parcel was originally part of the pending OBMS rezoning proposal (RZN17-0006) but the owners withdrew this parcel from the OBMS rezoning in February of 2018.
Rezoning 18-0004 for 402 Clay St., SE would allow for the building of age-restricted multi-family dwellings with two different development options proposed by the applicant. The first option is to construct an independent living facility (apartments) with 50 dwelling units and a total of 70 bedrooms. The second option proposed is to construct an assisted living/life care facility with 93 units and a total of 93 bedrooms.
The subject parcel is identified on the Comprehensive Plan Future Land Use Map as Medium Density Residential which would allow up to and including 10 dwelling units per acre or up to 20 bedrooms per acre. Planned Residential is one of the implementing zoning district for the Medium Density residential designation. The current zoning of R-5 Transitional Residential allows single and two-family dwellings by-right and a maximum density of 20 bedrooms per acre for non-single family dwellings.
