RZN 23-0002 Neighborhood Meeting

RZN 23-0002/ORD 2035 Request to Rezone approximately 1.1 acres from R-4 Low Density Residential to PR Planned Residential in the 1200-block of Airport Road (PID 001702/TM 317- 2 31,32,34A and PID 001703/TM 317- 2 32A,33,34) by Balzer & Associates, Inc. (applicant); on behalf of Habitat for Humanity of the New River Valley, (contract purchaser). 

ROW 23-0002/ORD 2032 Request to vacate approximately 0.13 and 0.09 acres (total 0.22 acres) of Town-owned Right-of-way in the 1200 block of Airport Road by Balzer & Associates, Inc. (applicant); on behalf of Habitat for Humanity of the New River Valley, (contract purchaser).

The Blacksburg Planning and Building Department has received a request to rezone approximately 1.1 acres of land from R-4 Low Density Residential to PR Planned Residential for the development of 11 income-restricted townhomes with 33 bedrooms total in the 1200-block of Airport Road.  Townhomes will be sold to buyers earning between 30%-80% of Area Median Income (AMI).  Upon sale, the lots will become part of the community land trust to ensure permanent affordability.  Also included in the development is surface parking and outdoor recreation amenities.  The Future Land Use Designation for this parcel is Medium-Density Residential, which allows up to 10 units per acre, or up to 20 bedrooms per acre for multifamily uses.  The request to construct 11 units/33 bedrooms (10 units/acre or 30 bedrooms per acre) represents an increase in the allowable bedroom density above the Future Land Use density of 20 bedrooms per acre. 

 

Accompanying the rezoning request is a request to vacate approximately 0.22 acres of unbuilt Town-owned Right-of-Way adjacent to TM 317- 2 31,32,34A, and  TM 317- 2 32A,33,34 (PID 001702 and 001703) known as unbuilt Airport Drive and unbuilt Virginia Street.  The land to be vacated would be included in the proposed Habitat for Humanity townhome development as driveway and rear yard space.

 

A Neighborhood Meeting will be held on Thursday, July 27, 2023 at 6:30 pm in the large conference room of the Blacksburg Motor Company Building, 400 South Main Street.

 
This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions.  A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.
