CUP 21-0006-Conditional Use Permit request for Townhome Use on the Ground Floor in the GC General Commercial zoning district on 8.444 acres at 203 Country Club Drive, SW (Tax Map No. 287-A 41A) by Balzer and Associates (applicant) for Diversified Investors XIII, LLC (owner).

The Blacksburg Planning and Building Department has received a request for a Conditional Use Permit to develop Townhomes in the GC General Commercial zoning district on a vacant 8.4 acre parcel at 203 Country Club Drive, SW.  The Townhome Use is not an allowed by-right use in General Commercial zoning district and a conditional use permit is required.  The site is part of the “Rugby Field” area at First and Main that currently includes a daycare and hotel.  The Blacksburg Town Council approved the rezoning for First and Main in 2006 and the rugby field area is included in the rezoning.  The applicant proposes a residential project with 98 townhome units and a total of 280 bedrooms. The proposed density is 33.18 bedrooms per acre and 11.6 units per acre.  The units proposed will vary in height but be no taller than 3.5 stories and contain no more than 3 bedrooms.  The Future Land Use designation in the Comprehensive Plan is Commercial.  Residential uses are allowed in this designation subject to the standards in the GC zoning district.

Tuesday, November 30, 2021, 6:00 pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal building at 300 South Main Street.
This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions.  A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.

THURSDAY, December 16, 2021, 5:00 pm in the Roger E.Hedgepeth Chambers, 2nd Floor Municipal building at 300 South Main Street.
The Planning Commission will review the request and the staff report.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.

Tuesday, January 4, 2022, 6:30 pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal building at 300 South Main Street.

(Recommended Approval with a Vote of 6-1)

The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council.  There will be an opportunity for the applicant and the public to comment.

Tuesday, February 1, 2022, 11:00 am in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal building at 300 South Main Street.

The Town Council will review the request, the staff report, and Planning Commission's recommendation.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.
