EXP 23-0001-Special Exception Request for Parking in front of the front building line at 1284 North Main Street (Tax Map Nos. 226-(A)-327 & 226-(A)-338) for the Islamic Society of the New River Valley (owner).

The Blacksburg Planning and Building Department has received a request for a special exception to Section 4338(d) of the Zoning Ordinance.  Section 4338(d) relates to Use and Design Standards for a Religious Assembly Use that requires all parking spaces to be located behind the front building line.  The Islamic Society of the New River Valley (ISNRV) is an established by-right religious assembly use at 1284 North Main Street in the General Commercial zoning district.  The ISNRV is proposing a building expansion and additional parking for the existing use.  Due to the existing ISNRV building, the desire to connect the new building to the existing structure, and the existing topography of the site, the ISNRV is requesting this special exception to allow some parking in front of the front building line.  A total of 12 parking spaces currently exist in front of the existing front building line and are proposed to remain.  The applicant is requesting an additional 23 of 103 proposed parking spaces in front of the front building line.   A separate site plan will follow later for the proposed building and parking expansion.

Planning Commission Work Session
Tuesday, April 18, 2023, 5:00 pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal Building, 300 South Main Street.
The Planning Commission will review the request and the staff report.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment.

Tuesday, May 2, 2023, 6:30 pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal Building, 300 South Main Street.

(Recommended Approval with a vote of 6-0)

 The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council.  There will be an opportunity for the applicant and the public to comment. 
Town Council Work Session

 Tuesday, May 16, 2023, 11:00 am in the Blacksburg Motor Company building, 400 South Main Street.

 The Town Council will review the request, the staff report, and Planning Commission's recommendation.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.

 Tuesday, June 13, 2023, 6:30 pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal Building, 300 South Main Street.

(Approved with a vote of 5-1)

 The Town Council will hold a public hearing on the request and take final action.  There will be an opportunity for the applicant and the public to comment.
