PLAT-23-20-Glade Spring Crossing Major Subdivision Preliminary Plat Review for 176 lots on 45 acres at 1006 Glade Road (Tax Map Nos. 225-(A)-3,4 & 224-(A)-57) for Glade Spring Crossing, LLC (owner).
The Town of Blacksburg has received a preliminary plat for the Glade Spring Crossing major subdivision of 176 units on 45 acres at 1006 Glade Road. A rezoning request was approved for the property in May 2023 (RZN 22-0004/ORD 2007) that rezoned the property from RR-1 Rural Residential 1 to PR Planned Residential.
The State views subdivision of land as a “by-right” use, provided that all the locality’s standards can be met, or if variances to standards are requested and approved. The Town’s subdivision ordinance sets the process for submittal, review, and approval of subdivision plats in Article IV of the Subdivision Ordinance, beginning with §4-100. Planning Commission will hold a public hearing and will take final action to approve or deny the Major Subdivision preliminary plat submission. There is no Town Council public hearing for this request. If the plat meets the applicable standards, Planning Commission must approve the submission; however variance requests are discretionary decisions.
The applicant has requested two variances to the Town of Blacksburg Subdivision Ordinance standards: Section 5-503 (e) Bikeways to permit landings of no greater than 5% grade, rather than 2% on the emergency access connection from Glade Spring Drive and Village Way South; and Section 5-901 Public Utility Easements to permit construction of a retaining wall on lots 169-175 within a public utility easements (PUE).
The following meetings have been scheduled to consider this application:
Planning Commission Work Session: Tuesday, March 19, 2024 at 5:00 pm in the Blacksburg Motor Company Building Conference Room, 400 South Main Street.
The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.
Planning Commission Public Hearing: Tuesday, April 2, 2024 at 6:30 pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal building, 300 South Main Street.
The Planning Commission will hold a public hearing on the request and take final action. There will be an opportunity for the applicant and the public to comment. This request does not go before Town Council for approval.
