The Blacksburg Planning and Building Department has received an amendment to the rezoning governing the Midtown Development.  The original rezoning, RZN 17-0006/ORD 1866, rezoned 21± acres at 501 South Main Street to DC Downtown Commercial and PR Planned Residential with conditions in May of 2019.  A request to amend the original rezoning was filed with RZN 20-0002/ORD 1933 and approved by Town Council in August of 2020.  A second amendment has now been filed and RZN 21-0003 is under consideration.

Materials for the current request under consideration can be found below. Please note there were amendments submitted in June 2021 with further amendments submitted in August and September of 2021.

The rezoning amendment RZN 21-0003 includes proposed changes to the rezoning proffer statement, rezoning application, pattern book and graphic Z-sheets,

In summary:

  • Add residential density to the DC Downtown Commercial zoning portion of the site.  The request is to increase density by 52 bedrooms and allow a total of 400 bedrooms over the entire 10.59 acres zoning DC.  Density is to be governed by number of bedrooms, not units and limited to construction on Parcels DC #2, DC #4 and DC #5.
  • Prohibit the construction of 4-bedroom units in the DC zoned portions of the site.
  • Reduce the parking ratio for the hotel proposed on Parcel DC #6 from 1 space per room to .5 spaces per room.
  • Change uses from Parcels DC #2 and DC #4 to allow more flexibility in the location of residential, office and commercial uses.
  • Change timing of installation of traffic signal at South Main Street/Eheart Street intersection.

2nd Neighborhood Meeting scheduled for:
Wednesday, September 15, 2021, 6:30 pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal building, 300 South Main St.

This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions.  A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.

Tuesday, September 21, 2021, 5:00 pm in the Roger E.Hedgepeth Chambers, 2nd Floor Municipal building, 300 South Main St.

 The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.

Tuesday, October 5, 2021, 6:30 pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal building, 300 South Main St.

(Recommended Denial with a vote 5-0)

 The Planning Commission will hold a public hearing on the request and make a recommendation to Town Council.  There will be an opportunity for the applicant and the public to comment.

Tuesday, October 19, 2021, 6:30 pm  in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal Building, 300 South Main St.
 The Town Council will review the request, the staff report and the Planning Commission's recommendation.  There will be an opportunity for the applicant to present the proposal.  The public is welcome to attend, however, this is not a public hearing and there will not be an opportunity for public comment.
