RZN 24-1/ORD 2051-Request for an amendment to previous rezoning RZN 19-0002/ORD 1895 on 33.87 acres at the former Old Blacksburg High School site at 520 Patrick Henry Drive (Tax Map Numbers: 227-A 4, 227-A 4C and 227-A 4D) by Balzer and Associates (applicant) for HS Development LLC and the Town of Blacksburg (property owners).
The Blacksburg Planning and Building Department has received a request to amend the previous rezoning RZN 19-0002/ORD 1895 approved by Town Council in September 2019 for the old Blacksburg High School property. The previous approval rezoned 33.87 acres at 520 Patrick Henry Drive from R-4 Low Density Residential to PR Planned Residential. The site is comprised of three land parcels totaling 36.50 acres with 2.63 acres of Parcel 2 located outside the corporate limits in Montgomery County. This acreage is not subject to the rezoning.
The rezone amendment request is for an 11.15 acre portion of the 33.87 acre site. The amendment request alters unit mix, layout, density, and circulation on the site, and also includes changes to the proffer statement. A maximum of 73 townhomes is proposed which is 6.6 units per acre; this is a reduction from 111 townhomes previously approved in RZN 19-0002/ORD 1895. The maximum number of bedrooms proposed is 284 or approximately 26 bedrooms per acre, which is less than the 30 bedroom-per-acre density approved in RZN19-0002/ORD 1895. The Future Land Use Designation for this parcel is Medium-Density Residential, which allows up to 10 units per acre, or up to 20 bedrooms per acre for multifamily uses. This proposed project represents an increase over the residential density envisioned in the future land use designation.

Tuesday, May 21, 2024, 5pm in the Roger E. Hedgepeth Chambers, 2nd Floor Municipal Building, 300 South Main Street. |
The Planning Commission will review the request and the staff report. There will be an opportunity for the applicant to present the proposal. The public is welcome to attend, however, this is not a public hearing, and there will not be an opportunity for public comment. |
