The Consolidated Plan is designed to help local jurisdictions assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for identifying and aligning housing and community development priorities with federally allocated Community Development Block (CDBG) Grant and HOME funds.
The objectives of the CDBG Program are to develop viable communities, principally for people of low and moderate-income, by providing decent housing, a suitable living environment, and expanded economic opportunities.
The objectives of the HOME Program are to provide decent affordable housing to lower-income households, expand the capacity of nonprofit housing providers, strengthen the ability of state and local governments to provide housing and leverage private sector participation.
The Consolidated Plan assesses current Town and New River Valley localities conditions and recommends specific goals and objectives to accomplish over five years. The plan contains an evaluation of the housing market along with other appropriate housing-related needs, non-housing community development needs, and homeless needs, and identifies other barriers to low- and moderate-income persons such as transportation and childcare.

The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.
