RZN18-0003/ORD 1861-Request to rezone 7.383 acres of vacant land at 1902 Research Center Dr. (Tax Parcel 317-3 13, Portion of 317-9 5)) from RD-Research and Development to PR-Planned Residential for multi-family dwellings by Jeanne Stosser of SAS Builders, Inc (applicant) on behalf of John Olver and Virginia Tech Corporate Research Center Inc. (owners).
The Blacksburg Planning and Building Department has received a rezoning request to rezone 7.383 acres of vacant land from the Research and Development Zoning District (RD) to the Planned Residential Zoning District (PR) at 1902 Research Center Dr. for multi-family dwellings. The applicant proposes three multi-family buildings comprised of a mix of 1-3 bedroom units. There is a proposed maximum of 207 units (28.04 per acre) in the development with a maximum of 425 bedrooms (57.56 per acre). A portion of the ground floor of Building A will house administrative offices, residential amenities and a potential commercial space with residential units on the remainder of the ground floor and on upper levels. The applicant is proposing a reduced parking ratio of 0.85 spaces per bedroom The applicant will also require an exception to Use and Design Standards for multi-family residential to allow for parking in front of the front building line per Sec. 4216 (a) (4) of the Zoning Ordinance. The Future Land Use designation for this property is Research and Development. The designation of Research and Development does not contemplate residential density.

This is an informal meeting that will give the applicant the opportunity to present the plans and provide attendees with the opportunity to ask questions. A staff member from the Planning department will forward the notes from the meeting to the Planning Commission and Town Council.
